SCDOT Seeks Public Comment Regarding US 17 in Colleton County

The South Carolina Department of Transportation is asking for comments from the public regarding the proposed action to fund the last construction phase of the US 17 project in Colleton County from near Lightsey Plantation Drive, north to SC 64 in Jacksonboro. Funding for this project will be from a combination of state and federal sources.  SCDOT must utilize an amount of approximately $46.0 million from a federal category called “equity bonus”. These funds, which are above and beyond South Carolina’s normal yearly federal funding allocation, must be approved by Federal Highway for construction within the 2009 federal fiscal year. This US 17 project will allow for the utilization of these funds.  This unique funding opportunity will be combined with $20 million from the State Infrastructure Bank, and is planned to include $37.3 million in additional federal funding, if necessary, to allow for the completion of the last phase of the corridor construction which began in 2007.  The advancement of the project will have the added benefit of putting people, suppliers, and other construction related industries to work in this difficult economic time.  US Department of Transportation Secretary Ray LaHood recently wrote all of the Governors encouraging rapid deployment of projects in economically distressed areas.  The US 17 project does exactly that.

 

      This action follows the direction given to the Department from the Commission in June 2007 to seek funding to complete the improvements to the US 17 Corridor.  This project is the only single project in the state that has all necessary permitting, environmental, and construction documents prepared for advancement of sufficient size to ensure all federal funds available are utilized by the end of the fiscal year.  If not obligated by this date, these federal funds could be in jeopardy of being lost to the state.
